A DISSEMINATION EVENT FOR DISSEMINATING THE PROJECT OUTCOMES TOOK PLACE IN İSTANBUL

On the 27th of November the Twinning Project “Capacity Building Concerning Presentation and Usage of the General Government Financial Statistic” organized a Dissemination Event in order to share the project main outcomes with the local level and other administrations stakeholders, with special regard to the Guidelines for Public financial analysis techniques. A summary of the Final Accounts Citizens Budget and the main findings related to Open data and open sources were also presented.
After the welcoming speech of the Deputy Head of Section of EU Delegation, Ms Laura ZAMPETTI, Mr İsmail Hakkı YAZICI – DGPA Deputy Director General – presented the strategy of the Ministry of Finance for increasing the public financial practices in relation to the know-how shared thanks the cooperation between Turkish and Italian Ministries of Finance during the Twinning implementation. An overview of the Project was then offered by the Italian Resident Twinning Advisor, Mr Nicola IANUTOLO, who underlined the results of the project activities. Mr İlyas KOYUNCU – Head of Department in the General Directorate of Budget and Fiscal Control made a presentation on the Citizens Budget Report of Ministry of Finance.
The event took place at HİDİV Kasrı in Istanbul and was attended by more than 100 persons, coming from all parts of the territory of Turkey such as the provincial offices, municipalities, universities and revenue offices of Ağrı, Amasya, Ankara, Artvin, Balıkesir, Bartın, Bayburt, Bingöl, Bolu, Bursa, Çanakkale, Düzce, Edirne, Elazığ, Erzincan, Erzurum, Giresun, Hakkâri, İstanbul, Karabük, Kastamonu, Kayseri, Kırklareli, Kocaeli, Malatya, Ordu, Rize, Sinop, Sivas, Şırnak, Tekirdağ, Tokat, Tunceli, Yalova, Zonguldak.
During the event the importance for sound public finance analysis of the availability of high quality and transparent data was stressed by a number of speakers. To this end, the Twinning project proved to be especially relevant to transfer knowledge, techniques and best practices from the EU experience. The positive collaboration between teams during the 2 years spent in Ankara was also underlined.
The significance of the reached was recognised: the Guidelines for Public financial analysis techniques are an important contribution to the strengthening of the BC analytical capacities, improving the timely monitoring of public finance at both the micro and macro level. Also The Citizens Budget website of DGPA and The Citizens Budget of İstanbul Metropolitan Municipality were presented during the event. A summarised version of the Guidelines and of the Citizens Budget Final Accounts 2016 were distributed to the participants together with the project materials.
