A 5-day study visit to Warsaw, Poland was organised from 3rd to 7th of April 2017 to the Polish Ministry of Finance to provide delegates of the Turkish Ministry of Finance with knowledge and experience of the Polish national budgeting and accounting practices focusing on the process, accrual based accounting, basic financial statements, and financial analysis techniques.
On the first day, the Accounting and Auditing Department gave an overview of public sector accounting in Poland, also by comparing Polish national accounting practices and the International Public Sector Accounting Standards. This description was complemented by an insight of the public sector accounting reform in Poland.
On the second day, the participants had the chance to learn about the budgetary process in Poland thanks to the presentations of the State Budget Department, who provided details on budget planning, execution, reporting and on IT support. On the other hand, the Macroeconomic Policy Department made presentations on collecting, analysing and reporting data.
