A 5-day study visit to Paris, France was organized from 13 to 17 March 2017 to provide delegates of the Turkish Ministry of finance with practical experience of the French public finance and budgeting practices. Particular focus was dedicated to the French early warning and decision support systems.
The first day was at the premises of the Ministry of Economy, Finance and Public Accounts Department where the participants were provided with general information on budgeting and taxation process by the Directorate of the Budget. The second day was dedicated to the collection of revenues and monitoring public expenditures. On the third day the participants had the chance to learn and observe the functioning of French financial information system called CHORUS. In addition the French e-procurement system was analysed and in the remaining days of the week the national statistical office INSEE and the Court of Accounts were visited to offer an overview of their role in the public accounting system.
